Indian Railways Tatkal Reservation System-Abolish: Reminder22

Not everyone of Railway's family will be in Railways and its board have to better the rules so that its family doesn't suffer after it retires!

PNR 2236337173 booked a month advance, with W/L 1, remained RAC.
PNR 2665786631 remained WL.
But Tatkal tickets who stood in Q for 2 hrs 1 day before and may be paid to Rlwy official thru Touts, besides giving 250/- extra to Railway, got confirmed ticket! Is it hoarding? Is it exploitation? Is it public service? What is it?
a. Did I love to lose Rs 40 for WL ticket and didn't want to travel but booked ticket one month in advance?
b. Did I say that I will not pay Rs 250 for Tatkal /premium charges , if TTE asked for it?
c. Then why not seat to me who booked one months in advance but to person who  paid extra to your touts?
d. I remember Lalu ji started a scheme that my ticket can be upgraded to upper class by paying difference. Today on 21st July, PNR 2665786631 was not confirmed as Railway took advantge of its monopoly and sold the ticket at premium inspite of I ready to shell out more. One general ticket was bought for kid. TTE Mr Arora in JP-Pune Express said he would charge penalty of Rs 250 , besides diference and will allow to sit the kid there- no seat.
Should I pay penalty of Rs 250 or say Even for Rs 10?
 I bought 2 tickets- One w/Lrailway cancelled and still took Rs 40 as cancellation charge, as it chose to sell to Tatkal quota, at premium, to other. Other general ticket, I bought, I was ready to pay the differnece but as Railway will not sell the AC/Sleeper ticket at window after charting, but will charge penalty and allow the kid to sit with the mother?
By paying Rs 250 extra, had Rail and its official become happy and rich and so you don't sell the ticket at station after charting, and charge penalty at train? Where is that Lalu dictat of upgrade without penalty?
e. Why can't a kid's ticket be bought at window and why can't a law abiding citizen avoid paying penalty? How do u justify that a person who booked a month advance didn't need to travel and a person who paid Rs 250 more 1 day before, needed to travel? Why do u think, I can't pay you Rs 500 more than tatkal people.
f. I understand , TTE has to provide complaint book if asked.TTE  Mr Arora of Jp-Pune exp asked the lady traveller to go to guard to get it and refused to stop the train to allow to go to guard either. Has rule changed?
I suggest,
a. Give me option to pay Rs 250 extra to Railway or Rs 500 if u want but if I booked 2 months or 4 months in advance, priority should be mine. If there was RAC or WL seat, Rs 20 was paid to TTE in train as reservation fee. You may charge same way, u  call it Tatkal fee or premium hoarding charge- whatever name u may invent.
b. If u don't allow to board the train for E-tkt, refund full amount- including booking charges- no deduction of Rs 40. This deduction of Rs 40 is giving leverage to you to increase booking period to 4 months and get cancellation charges at cost of public inconvenience. Instead u pay Rs 40 as Tatkal hoarding fee for Railway caused reservation.
c. Return back to 15 days prior booking with first come first served and if WL tickets [ from Tatkal quota/Rail quota or u may say all WL] confirmed, charge them Rs 250-500/- as confirmation charges[ in old time, it was called reservation charges]. This way you will not have to invent the ways to loot the public like Tatkal charges or 4 months advance booking and perhaps will earn you more revenue and transparency though may cause loss to few bribe takers who have direct reservation control.
d. If TTE doesn't give complaint book, take it as negligence and deduct 1 day salary as punishment.
e. If Tatkal fills in 5 -10 min then make it only 4 hrs advance than present 1 day advance. Tatkal will be more useful then. Besides, get rid of Tatkal quota and issue Tatkal from Railway Quota with 30% seats.
See, you want to support public or your fellow reservation controller Railway men !

Besides, Tatkal issues, IRCTC is doing its best to support Railways loot. Classic eg.

As mentioned before, IRCTC, bank response often fails after bank payment. I checked the above tickets for booking and noted that ticket was not booked. As travel was necessary, went for manual tickets, after several failure. On day of travel, mobile mesg showed the ticket booked !
For Mum ticket I saw it on 21/7/12 only. Is this display hiding on purpose or system has gone disarray! This only Railway can tell who is ready to pay lakhs as salary to Mamta followers under guise of committees and devises innovative ways to fleece or deceive the public.
This is not democracy but autocracy!
  
PS: It seems some one is impersonating as Secy Railways( http://us.mc1106.mail.yahoo.com/mc/compose?to=dysecy.pg.nr@gmail.com) and sending email in his name from gmail id. I believe Dy secy of Railway will have Railway official id and is allowed to use that. I didn't send any mail to personal id and don't expect any email from any personal id either, to avoid impersonation and fake emails.

Indian Railway Tatkal reservation issues and railway hoarding

reminder 20 on 29 june 2012 to secy-RB, EDPG.
 
Sirs/Madams:
Times of India Jun 27, 2012,says Ticketing officials in railways confirm tout tickets into berths. While the clerk is paid for each ticket, the security agencies have a monthly setup,says railway officer.
One wrote : Tatkal promotes adhocism and corruption.  MAKE RLY TKT PRICINGS as in flights but stop Tatkal.

I booked 2 tickets for JP-Delhi on JP-Dli superfast. CC and 3AC-with wL-36 and Tatkal WL-7. Though CC was not confirmed and I had to donate 40/- as cancellation charge,to Railway for allowing me to try to travel with it, 3AC was confirmed showing the at least 44 seats were hoarded by rail besides Tatkal hoarding?

Show the no of hoarded tickets so that we know whether to book Tatkal or general WL ticket if
a. you will continue to hoard for Rail quota
b. You will continue to hoard under Tatkal Quota
c. You will not discontinue the 4 month long booking
d. You will abolish Tatkal and adv booking than to have just one tatkal booking -2 days advance. Lets everyone have fair chance.

Have transparency than manipulate behind screen as put by Rail official.

At one place, onion hoarders are raided, govt dept hoarding goes on with impunity in name of service!

Abolish Tatkal and clarify how my WL 36 got confirmed even when u give pref to Tatkal and there were 7WL in tatkal and that too in 3AC?

PS: I have informed that we can't transfer the ticket of child to mother or Mother to daughter for price difference. Is this rule in Railway rule or adhoc rule followed by railway to maximise the earning on thus saved seat and earning in cancellation and Tatkal booking? Clarify please!

Indian Railways Tatkal reservation - Loot by PSU


  Indian Railways claims not to increase the fare for last 8 years.
a. Railway introduced all trains to be superfast with 20 to 40/- surcharge on each ticket.
b. Indian Railway marked  50% to 60% seats under Tatkal- thus hoarding and  increasing fare by 250 to 300 (100 to 200% fare hike.)
c. Indian Railway removed all limits on WaitListed tickets( previous limit was 500) so that Indian Railway  earn from harassed public travelling on WL tickets cancellation fee or tickets fare- even when Indian Railways  will not give seat as it sells all hoarded seats, under various quotas, under Tatkal system, with premium.
d. Indian Railways  introduced commission based penalty and so TTE writes penalty ticket on platform itself- mints money for himself and Railway both- against rail rule.
e. Lalu Yadav, Rail minister had told parliament that public's seats will not be disturbed for Tatkal system and a different Tatkal coach was attached but finding Tatkal profitable, now 60%  seats in Garib rath are sold at premium, under tatkal system, besides 20% are hoarded under 44 types of Rail quota and thus forcing public to pay -for tatkal and WL cancellation both. - 2proged approach to loot public by public organisation to keep their master happy is not commendable.
Stop hoarding and Tatkal please and cancel the cancellation fee when we/Railways cancel WL ticket.

Several mails to Public grievance system including ministry of Railways; [MORLY/E/2011/04661 ]; Department of Justice[ DEPOJ/E/2011/00304] ;Department of Consumer Affairs [DOCAF/E/2011/00682 ]; Department of Legal Affairs, Monopolies and Restrictive Trade Practices Commission (MRTP) could not help and matter is closed with report- This is policy matter.
Is hoarding a policy matter?
When DLF hoards-CCI fines 600 crore or if onion seller hoards police raids.
Can u stop hoarding by Railway ?
 Several people report the issue but Railway, under poor officers, work against public as they themselves don't face the hardship of common man.
Moneylife magazine, consumercomplaints.in, youtube, star news,CAG(Economic times) all have complaints against Tatkal hoarding.
Can MRTP do something? Can Public  Grievance system show its worth, who are drawing heavy salary for being IAS?
Stop hoarding by PSU under garb of Tatkal.

Indian Railway budget and Tatkal reservation- Abolish it

Ref 15Mar12: Indian Rail budget of Dinesh TrivediWhen Indian Rail is cash starved  and it is involved in illegal hoarding as Tatkal to extort from society
1.  Why is 6676 Crore dividend to Govt of India and
2. Why is  78 (3 months) days bonus to Indian Rail employees?
3. Why 321 escalators when simple overbridge need is not met in Pune and people miss train for that?
4. Why to waste money on Indian Rail - magazine when it doesn't have money and needs to get involved in illegal hoarding?
5.  Arjun awardees are not poor and so don't need free travel. Free travels should be cancelled immediately for all except in exceptional cases like sick people.
6.  Why to send players to Olympic when Indian Rail is not to generate players but to provide transport.
7. We don't need internet, AC lounge but simple clean and walkable stations.
8. Instead of water bottle plant, put sufficient water taps at stations.

a. One Lac new recruitment in Railways- First manage- current bloated workforce
 b. Is telescopic fare concept obsolete?
 c. RPF in 3500 trains. Why do we need there? Why can't TTE and RPF control illegal station entry especially in political rally time or so called ticketless groups ?

Indian Railways Tatkal - hoarding and Govt sponsored Loot

Relief sought FOR Public:

a.  Refund of full fare- including service charge, in case of cancellation from Indian Railways for not giving seat and not allowing to board.
b.  Abolish of tatkal system for following reasons
-    Railways is not to profiteer but for equal service to all
-    There are existing 44 different quotas which should be used for emergency for public. Presently this is prerogative of Indian Railways and its acquaintances.
-    People Q up at 4-5 am as tatkal tickets are sold in 5-10 min of 8 am as Indian Railways  created shortage of the tickets for tatkal( hoarding)
-    People who booked way in advance 3 months in advance- don’t get the tickets confirmed for tatkal. Instead of 3 months booking, make it 15 days adv booking as anyway 2 or 3 months booking have little meaning for not getting seats and give much room for cancellation,

If concur, send email to edpg@rb.railnet.gov.in for its abolishment.

 On Friday, 4th Nov 11, several people missed the Jhelum express. Reason- overcrowded single overbridge. Arriving Jhelum had reached late on platform-and that for that too there was no information given- about possible arriving time.Likewise, it took 1 hr to cross 1 platform using overbridge.

    a. Can we have announcer who announces the delay/arrival time of trains at regular intervals?
    b. Importantly, can we have another overbridge, if not 2 at both ends of platforms, to avoid such congestion that we miss trains.
    c. Would appreciate you to look into need of Tatkal tickets when u have 44 types of quota besides railway discretion quota.

Sent seat availability for 3 months later – Seat is W/L. Tatkal is available today at expense of 400-800 to broker as I myself can’t get tatkal at counters. That Rail too acknowledge after Star TV exposed the tatkal mess.

RailBoard itself wrote, it had 44 types of quotas, besides tatkal and seats released from quotas are released to Tatkal. Why do u have 3 months(and now 4months) waiting list, when these are not to be confirmed?

Please note that we had excellent passenger friendly rules- like telescopic fare, extension of ticket, ticket transfer.

You educated people are withdrawing all passenger friendly schemes and becoming Indian Railways friendly or rail minister friendly.

On one line, you are not increasing fare and on other line, you are passing all tickets to tatkal and still charging passenger –the cancellation fees- even when u don’t allow him to travel for your hoarding and tatkal system!

Work for the people than the your organization! Government people are to serve public! Think again on the policies of your predecessor and review the changes you are doing, please!

Why does railway consider hoarding 70% seats to sell at premium is important ? Why does it not confirm 2 months old tickets and give  priority to premium Tatkal tickets and still increased the W/L tickets limit for advance booked tickets from 500 to no-limit?

Why does Indian Railways consider more than 60% people need emergency tatkal quota? [ Garib Rath has 405 seats in Tatkal] Similarly Rajdhani has 218+ seats premium tatkal hoarded seats- which are sold in 10 minutes with premium.

My wife’s W/L ticket remain w/L and 2 persons travelled on single seat still TTE refused to write that seat not given. Is Indian Railways trying to earn double money for single seat?

 I mailed IRCTC on 4th April along with the ticket  PNR- 2317771711, to check if tickets of wife can be transferred to her husband- both senior citizens.

 Poonam Dayal, IRCTC executive replied on 5th April, that transfer is possible. If there was a hitch that concessional tickets can’t be handled by Railway on pupose or otherwise, it was not mentioned.

 Now, after 2 months,  Indian Railways tells that my wife can’t travel as railway can’t handle charges for ticket difference and so can’t travel , please explain who is at fault?

 If there are 30% Indian Railways quota, why is railway not coming forward to give me a seat to compensate for its fault?

 I booked another ticket PNR: 222-125-3619 for wife but when 2 months old ticket is in W/L, for cash generating Tatkal system, where will this ticket stand?

 a.       Can railway amend its s/w to allow concessional ticket transfer too, as per age old railway rule?
 b.      Though IRCTC suggested to cancel all tickets to avoid further loss as per Indian Railways rules, but I am still not convinced for it being acceptable suggestion from a mammoth PSU. This is not following your own rules – by giving some excuse, fitting Indian Railways( generating revenue) but hurting public.
 c.       Note, that I have informed the issue & requested the  conditional cancellation yesterday midnight, still Indian Railways will deduct more as per rules,- citing technology limitation! Can I get proper refund as per yesterday request- if transfer rules are not to be complied? Or unsaid or unwritten rule is to be followed!

 d.      Can Indian Railways give up one seat under its quota to confirm PNR: 222-125-3619 to cover up its fault and allow my wife to travel?

 Please check how can u help me out.

 i) PNR No  2317771711  transfer of- a senior citizen is denied to transfer her ticket to her own daughter  of  Age 35 saying the ticket amount is different. Is there any stated law  in  Indian Railways rule book which prohibits such ticket transfer?
 b) Is there any rule which prohibits the Indian Railways to charge the  difference and allow the transfer as per its existing ticket transfer  facility?
 c) Why is ignorant or learned reservation supervisor at Jaipur  refused such ticket transfer to blood relative? [ which IRCTC has confirmed that its allowed, as per rule book]
 d) Is your TTE  just capable of charging penalties and TTE or  reservation window/ comm mgr are not allowed to charge the ticket  difference?

 If they can't charge ticket difference for ticket transfer, please ask IRCTC to cancel this PNR 2317771711 ticket .[ IRCTC has blocked my railway reservation booking login id]

 2) Please update your rule book that as IR have introduced different rates of concessions and so all ticket transfers have been stopped, at least in case of senior citizens to lower age blood relatives.
 Instead passengers are requested to struggle for tatkal tickets - to boost rail revenue and to learn to cope with artificially created scarcity by govt organization.

In same line with expose of Star news on Tatkal, ref train JP-Pune of 24/2/11, there was passenger Ved Prakash gupta- PNR-8538890734 who paid Rs 800 to get the HO quota seat! He got one under HO quota.

b. Its interesting to note that till last moment my WL was 7 in 3AC for Railway's hoarding. Details to show your hoarding

i) (8+7) 15 seats were vacant in 3rd AC

ii) 28 seats from SL were upgraded to 3AC

iii) 17 general WL at chart time were cleared.

iv) 16+6WL Tatkal were cleared

In total you hoarded 82 seats- more than a coach if we consider there were no last minute cancellation.

Request & Suggest
a. to revert back to 'first come first served' basis with only 10% for your Indian Railways privilege as per tenet of PSU.
b. Investigate the corruption of allocating HO seats on payment basis under Indian Railways quota for 400/-.
c. Investigate & stop the hoarding to extent of 70% in name of Tatkal and Indian Railways quota

There is tatkal reservation which usurps as many as 50% seats besides 30% seats to Railway quota.
Please do away with 2 types of quota as both mean same- emergency travel.
Merge Tatkal and Railway emergency quota.
Or
As RB put, no WL is confirmed as all cancelled/quaota release is given to Tatkal, you may cancel general quota. Have just Tatkal quota( 10 days prior booking).  2 days prior Tatkal booking creates unncessary shortage and rush to counters.
Below shows that RB reservers 50%+30% for quota with 20% for general and earns handsomely for cancellation of his lot of WL tickets as none get confirmed
Please stop this. Even I will not get ticket for 3 month later and haev to rush to station 2 days prior to travel and hope to get ticket.

We can understand that Railway can be broke for high staff.

a.  May be we need not give Rs 6000 crore of dividend to GOI, when we are broke.

b.  Reduce the travel time and hence efficient use of resources.

c.  increase the AC bogies fare.

d.  Cancel free travel to stars/MPs. This is misused. On 17th Jan, there was mention of MP and spouse traveling from LKO-BCT in  Pushpak Exp though it seems traveler was a protégé. Anyway, MPs get free air travel and rail travel will be waste of time for them.

Besides this, I request you cancel or modify Tatkal system for following reason.

-    Railways is not to profiteer but for equal service to all
-    There is existing different quotas which should be used for emergency for public. Presently this is prerogative of railways and its acquaintances.

-    People Q up at 4-5 am as tickets are sold in an 5-10 min of 8 am.
-    People who booked way in advance 3 months in advance- don’t get the tickets confirmed for tatkal.
Or

a.  Compensation of tatkal fee to Indian Railways cancelled ticket, charged from other passengers whose right to board was taken away by tatkal system.

b.  If you insist on tatkal to earn extra income, the people should be given choice to pay extra under tatkal( as you ask for upgradation choice) and TTE can collect extra fare in train from those travellers who didn't get the ticket confirmed under general scheme but premium ticket.

c.  Refund of full fare- including service charge, in case of cancellation from Indian Railways for not giving seat and not allowing to board in case of e-ticket or otherwise.

7. Attachment for Garib Rath shows that there are more Tatkal seat than general, besides 30% Indian Railways Quota.

Kindly cancel Tatkal system or allow pre-booked tickets to pay additional fee as Tatkal/privilege fee for getting confirmed ticket than asking us to Q again for tickets and if you maintain Tatkal, lessen Indian Railways quota to 5% than existing 33%.

  - Train shows 54 gen and 32 tatkal seats so here too 140 seats are in HO quota for manipulation and Tatkal. Please confirm.

GKP and Lko both office report different WL for train 1016 for 30/5/2009 as 39 and 25 in 3rd AC. Is the information authentic with 2 different numbers?

Let me know if there are 44 types of quotas and out of 2 3rd AC coaches of
72 seats only 35 are available for public and no w/L is confirmed, as per NR reply to me, even when tickets are being booked 1-2 months in advance[ suggesting all freed seats are cleared to Tatkal], I can't appreciate the reply and would request for immediate cancellation of Tatkal system of Indian Railways as this is tantamount to hoarding to gain extra money, against tenet of PSU for which it is not privatised!

Public grievance: You are looking for admin reforms. Can u look into this looting by PSU under garb of facility? Why do we not remove 44 types of quota and put all seats on tatkal, including general seat and cancel all advance booking when they carry no meaning!What for do we have quota, when we have Tatkal system?I don't who is working for public? We had ticket extension in train, facility- withdrawn. Lalu had introduced that only difference of fare  will be charged if one boards in different class- withdrawn- TTE- takes 500/- on station and push in train; to sleep on floors as before- perhaps division of 70-30 earning between TTE and Indian Railways.
Previously he charged Rs 50.Separate tatkal coach so that general public not affected by Tatkal- withdrawn.

NR: d. query 2(b)- Ref NDCR/E-42/RTI/183/2010 from NR of 11/11/10, no WL ticket was confirmed under general category even when u confirm 22% cancellation(answer k). I again ask how many seats were released under different quotas including Tatkal? Is it not hoarding by PSU? If there is not a single WL confirmation, it seems you overbook to save yourselves from seats remaining free form Tatkal hoarding system and to gain Rs 20-60 for free, against Cancellation charges!

NER: f: Ref query 9(i), there were 20 seats available even as I saw on internet and confirmed by ticket window- Charbag Lucknow. I met supervisor who told that chart was released in Gorakhpur and so can't book ticket at Lucknow even when train was to arrive 6 hr later! If there is change in rule, please update public.

- My stand, reply given in context of Kushinagar is incorrect and false. Rules are changed and not updated to Public and on website.

 would appreciate if you acknowledge the issue of hoarding by PSU to satisfy the Indian Railways ministers who might have been travelling by air and causing the problems of lakhs of passengers just to improve balance sheet of the Railways.

Better way will be to increase fare if need be, but abolish Tatkal system. And if possible, rationalise the 42+ types of quotas for equal opportunity for all, as per our constitutional rights!

Indian Railways is a Public sector unit- (as per PSU definition- to serve the society than to profiteer).
Here Indian Railways is profiteering 2 ways using tatkal cum hoarding system:

a.  Cancellation charges: People book tickets in advance - hoping to get reservation- looking at low Wait list or with prior experience of getting WL converted to RAC.
 But people have to cancel tickets as none happens for following reasons -

 - Indian Railways discontinued RAC in most of the trains.
 b.  It has tatkal quota introduced besides other different quotas as it is garnering extra money from Tatkal fee!
 - Even seat released from the different quotas, are given to Tatkal.
RAC was ½ seat & people with emergency might be travelling under this. There also
Indian Railways earned double money then why tatkal?

- On 21st May10, my WL/73 moved to WL/63 in Sleeper and WL/11 moved to WL9 in AC! Just 2 seat from quota/cancellation released or all were given to Tatkal WL?

Indian Railways claims to get a Rs 1,000 crore cumulative income from this scheme!
Business standard quoted on August 25, 2008:

In the last three years, Lalu Prasad has more than doubled the number of tatkal seats. Indian Railways Ministry sources admitted that the additional tatkal seats have been taken out of the berths available under normal reservation and this has reduced the chances for passengers to buy cheaper tickets in advance.

ii) PNR 8513455482 & 2451744963 of 12th aug08 for travel of 24th Oct 2008- didn't get confirmed even with one extra coach as around (41/72 were)60% seats were booked by Indian Railways quota! This was brought to notice of diff Indian Railways officials on 26 Oct but nothing happened. So much is corruption that train departed 1/2 hr after its scheduled departure from Pune as chart came out after departure time! I had to return back from the station with family!

If I assume only 7 bogies =>70*7=490 seats. While available to us are (178+80=250). So (250+80)/490= 67% are under quota with 33% open for the public!

You note that Indian Railways is going for 40-50% increase for tatkal scheme in Aug where they will charge 50% more fare in guise of tatkal fee and disadvantaged are those who planned before and booked the ticket early and didn't Q up early morning for first ticket of tatkal and will still pay Indian Railways!
